Council President Joe Maurer called the meeting to order at 7:00 P.M.

Mr. Maurer led council in the Pledge of Allegiance to the flag.

MOTION TO ACCEPT THE PRIOR WRITTEN MINUTES AND AUDIO RECORDING: 00:01:45
Motion to accept the February 18, 2009 minutes and audio recording by Sedlak; seconded by Skipper.

MAYOR'S REPORT: 00:02:05
Since the mayor is absent tonight, there is no official mayor's report.
Council President Maurer read a letter from the Chagrin Falls After Prom Committee thanking the mayor and council for the donation.
Additionally Mr. Maurer read an article recognizing Lisa Lesner, Chief Pitts' daughter as an American Red Cross Real Hero. Ms Lesner received this honor based because of outstanding work while serving as a dispatcher in Aurora. Congratulations to the Chief and his daughter.

FISCAL OFFICER'S REPORT: 00:05:05
Ms Schreiber reported the cash account balances and outstanding obligations (See attached Cash Balances and Outstanding Obligations - February 2009).
Mr. Maurer spoke about the need to open an account at Fidelity Investments, where the Village can recognize a more favorable rate on excess cash than currently is provided by the Prime Funds Sweep account. The resolution to name Fidelity Investments as a depository institution will be introduced tonight.

LAW DIRECTOR'S REPORT: 00:07:55

BUILDING INSPECTOR REPORT: 00:08:00
Mr. Potts stated that building activity is beginning to pick up. There are currently 1 new home and seven additions under construction in the Village. Two new homes and three or four additions are in the planning stages.
Building Inspector's report is on file at Village Hall.

ENGINEER REPORT: 00:09:18
Mr. Filarski reported that a portion of Chagrin Boulevard will be closed from March 30 through June 30 with a part of the posted detour through Bentleyville on Miles Road.
Mr. Filarski has submitted three road proposals to ODOT for the economic stimulus money. The three proposed projects are the resurfacing of Cannon Road, the resurfacing of Holbrook Road and the repair of two culverts on Solon Road.
FEMA has updated all flood maps in Cuyahoga County. Mr. Filarski circulated this preliminary updated map to all council members for their review. There are 91 properties affected in Bentleyville. All affected property owners will receive letters of explanation and an invitation to the FEMA open house on April 14 for further information. The map will be posted on the Village website. Mr. Skipper asked for a copy of the map for the Planning and Zoning Committee. Mr. Hudson asked if the Homeowners Association at Quartermane Circle could also get a copy of the map.
Mr. Skipper questioned what the basis is for the change in the flood map. Mr. Filarksi responded that FEMA has updated the maps based on new county mapping and the latest date received on studies done on the Chagrin River. 00:34:06

CHIEF'S REPORT: 00:18:55
All police personnel attended CPR training last week.
The Service Department is cleaning up from the winter and is cold-patching.
The salt situation looks good for next winter, but there is no firm supply commitment yet.

STREETS AND SAFETY REPORT: 00:18:56
No meeting.

FINANCE, GRANTS & INSURANCE REPORT: 00:20:05
The Finance Committee met March 16, 2009. February financial statements were approved. Year to date performance is in line with the 2009 budget.
March accounts payable were reviewed and approved.
The liability insurance renewal, opening the Fidelity account, street cleaning, haydite and the new truck were discussed. The Service Department will present information regarding the new truck at the next meeting.
Mr. Hudson's report is on file at Village Hall.

PLANNING AND ZONING REPORT: 00:22:36
Meeting was held February 25, 2009
No items were on the agenda. The committee reviewed the demolition ordinance which will be discussed at the next meeting.

PARK, FACILITIES & BEAUTIFICATION REPORT: 00:23:50
No meeting was held due to the lack of a quorum. Art Kvacec provided information regarding the McFarland Homestead when it was part of the Boy Scout Camp. He would like to be involved with the restoration of the property, and he would like to explore the possibility of Bentleyville's partnering with the Boy Scouts of America on the restoration.
Ms Gillund asked the Building Inspector if he could opine regarding what actions would be necessary to stabilize the McFarland House. He agreed.
Possible future Village activities include changing the annual Village picnic to July 11 and incorporating a celebration of Bentleyville's history. A safety day arranged by Chief Pitts, a flea market and clambake/story telling were also discussed.
Mr. Maurer questioned whether the committed is pursuing any grants for the McFarland House renovation. Ms Gillund said that after the necessary work is assessed, the committee would be prepared to pursue any grants.
Mr. Bourisseau stated that a bike or walking trail could link the McFarland Homestead, the Park and the Union Cemetery so that Bentleyville's residents could enjoy its rich history.
