COUNCIL MINUTES
MAY 21, 2008
CALL TO ORDER:
Mayor called the meeting to order at 7:02 P.M.
PLEDGE OF ALLEGIANCE TO THE FLAG;
Mayor Spremulli led council in the Pledge of Allegiance to the flag.
ROLL CALL:
Bourisseau, Gillund, Hudson, Maurer, Sedlak and Skipper. All present.
MOTION TO ACCEPT THE PRIOR WRITTEN MINUTES AND AUDIO RECORDING:
April 16, 2008. Mr. Sedlak made a motion with a second by Mr. Maurer to accept. Roll call: Sedlak-yes, Gillund-yes, Skipper-yes, Maurer-yes, Hudson-yes, Bourisseau-abstain.
May 7, 2008- Special Meeting. Mr. Sedlak made a motion with a second by Mr. Maurer to accept. Roll call: Sedlak-yes, Gillund-yes, Hudson-yes, Maurer-yes, Skipper-yes, Bourisseau-abstain.
MAYOR'S REPORT:
Mayor welcomed John Bourisseau as the new member of council.
Mayor announced the tree trimming has been completed in the Village with the exception of one that was missed on Winding River. Chief will take care of seeing that one taken care of.
Village service department has taken over the lawn cutting of Village grounds.
Mayor announced he sworn in Mr. Gus Karagiozis as a Part-time patrolman to the police department earlier this evening.
Cuyahoga County Board of Health has done its yearly baiting for raccoons.
Mayor is looking into renting a shredder for residents to use for a weekend.
Mayor received a card from Mrs. Troxell on the passing of her husband who was former Mayor for the Village.
Mayor announced that his daughter-in-law Pam Spremulli, a graphic artist has given him a painting of the village hall. It is hung in the conference room for all to view.
Mayor congratulated Councilman Hudson whose daughter is a member of the Chagrin High School Lacrosse team going to state finals.
TREASURER'S REPORT AND ACCOUNTS PAYABLE REPORT:
Mr. Tomalin was absent. Mr. Maurer gave the monthly financial report.
LAW DIRECTOR'S REPORT:
No report.
ENGINEER REPORT: Engineer's report on file at Village Hall.
Mr. Filarski reported that the County will be replacing the railing on the Miles Road Bridge this summer. The County is also looking into bidding out for the Solon Road Bridge railings.
The bid by Carron Asphalt for street repair was accepted, bid came in much lower then expected.
Mr. Skipper asked Engineer about a water problem a homeowner on Liberty Road was having.
He also asked about a beaver dam on South Franklin. Mr. Filarski reported that animal control is working along with ODNR, this will be an expense to the village. He will keep the village informed on this.
Mr. Skipper asked Mr. Potts about a gas well going up in the Village. Mr. Potts reported that no permit has yet been issued by the State and they will need to comply with the Village ordinance.
CHIEF'S REPORT:
The paint round-up and chipping program has been completed. The service department will start working of the Village signs
STREETS AND SAFETY REPORT: (audio 41:01)
Motion made by Mr. Sedlak with a second by Mr. Maurer to adopt the driveway culvert ordinance policy with amendment. Roll call: Sedlak-yes, Bourisseau-yes, Gillund-yes, Hudson-yes, Skipper-yes. Passed.
Mr. Sedlak summarized his report and it is on file at Village Hall.
FINANCE, GRANTS & INSURANCE REPORT:
Mr. Maurer summarized his report and it is on file at Village Hall.
PLANNING AND ZONING REPORT:
Mr. Skipper summarized his report and it is on file at Village Hall.
Mayor said that he had sent a letter to the Lomas residence to come to the meeting regarding their electric fence.
PARK, FACILITIES & BEAUTIFICATION REPORT:
Ms. Gillund summarized her report and is on file at Village Hall.
Ms. Gillund also reported that on June 14th at 1:00 PM, resident Ron Bishop will hold a tuba presentation at the Park.
St. Martins Church has request the use of the pavilion for a church picnic.
Mr. Bourisseau asked about the McFarland Homestead.
UTILITIES REPORT:
Mr. Skipper reported Mr. Bourisseau being appointed to the committee.

Ordinance Requiring the Auditor and Treasurer of Cuyahoga County to Advance all Tax Revenues and Special Assessments Collected in the Year 2009 to the Village and Declaring an Emergency. An Ordinance Authorizing the Mayor to Enter Into the LPA Agreement for the Cuy-Liberty Road-PID80975 Project Designating the Village as the lead Agency for the Administration of the Project and Declaring an Emergency. An Ordinance Authorizing the Mayor to Enter into a Contract with Carron Asphalt Paving, Inc. in an amount Not to exceed $63,392. for the Asphalt Pavement Maintenance of various Streets program and Declaring an Emergency. Motion by Mr. Sedlak with a second by Mr. Maurer to amend the ordinance on the recommendation of the Engineer not to exceed $67,000, due to the lower cost per unit of asphalt and the availability to do more repairs. Roll call: Sedlak-yes, Bourisseau-yes, Gillund-yes, Hudson-yes, Maurer-yes, Skipper-yes. Motion by Mr. Sedlak and second by Mr. Maurer to suspend the three reading rule.
